Maus in the Park - Ruby the Red Adder and Cult of the Dragon
Did I bite more than I can chew with this project? Possibly, because when I'm counting how many factions I plan it is easily too much. But I was always like this and I won't change. Let's start with manoushe of the post.
Ruby the Red Adder
When I think of the power of Ruby I started thinking she'd be Tier 2 but now I think she should be Tier 3. What does it mean? Well, one regular mouse is a Tier 0. When you gear it out it might be considered Tier 1. If you take a group of them it might be considered a Tier 2. So the fantasy of Ruby is that she is a dragon to mice-humans and in my mind even prepared and competent group of adventurers should be no match in equal footing against the dragon which makes Ruby threat of Tier 3.
I want to keep description similar to Mausritter factions so it will be: name, short description, resources and goals.
Ruby the Red Adder is a brown common European viper with red gem-like scale under her jaw. She lives in luxury in Burnt Hole with the Cult taking care of her.

Ruby doesn't need to hunt for food as cult takes care of her needs. But she still likes to hunt (and missing citizens or charred remains might be hooks for adventure). And even though cult would rather keep her locked and safe they are in no way able to so she still likes to sneak away and burn a settlement or something (and a "dragon" attacking villages is another great hook for adventure).

The cult is convinced they have a recipe for a ritual that will turn all four snakes into one giant four-headed dragon which will become a god of these lands. They use all regular cult tactics and have various levels of indoctrination and initiation so members have different levels of understanding. Some might just behave as regular believers that want others to join in and feel good. Others do heinous stuff in the name of their goals. Ruby doesn't know their exact goals and she doesn't care about them, feeling that she can overcome the cult whenever she'd like to.
